Definitely a wind up, elf n safety an all that unless of course your compressor can only reach 20psi
The steel for the tire cage should be flat pieces about 3 to 4 inches wide. The wheels are not going to work. An explosing tire does a lot of damage an it will rip that rebar off.

That tire cage that you guys are building. Unfortunately something that has a purpose like that needs to be engineered ????♂️ I know. I know.
All good and well that you guys want to build one, but if ends up being used. A tired explodes and your guy gets hurt, you get sued because it’s not a properly engineered device.
The engineered ones are tested etc. I don’t need to explain to you of course
