I am so sorry you have to deal with this. This house is just so gorgeous and i am glad you tackle it, even if there is a momentary set back. Is there no way to get an emergency permit for roof repair? Or would it be too expensive to do the repair and the renovations you had in mind after each other? Of course I am sure you know what you are doing, i am just wondering aloud…
We had fun 2 weeks ago when water overflowed in our garden and our neighbor's garden and instead of going through the canalization went over the street. There was a breakage in a small portion of the municipality's water system affecting our sewage, not fresh water. It only affected two people, but within a day we had a whole work crew ripping open the street and stopping the damage. It made me so happy to see the municipality take this as seriously as it was and deal with it right away.
Now… our street is mud and stones instead of pavement, but that's a much lesser problem than non working sewage. This is something i like about this country. That most systems work. But we also have to get a permit for eeeeverything. And fixing the street will now take ages.
The previous owner of our house built a new house. it's a pretty big, beautiful house that 5 years ago cost about 600.000 Euro. Due to delays in the permits and prices ramping up, he ended up paying 200.000 more, because over that time there was a significant price hike in everything from materials to craftsmen and lots of rush fees to get the things done in time…
That's a lot to deal with for your new house.I am sorry about that!

It sounds like my old house: leaking roof, unbearably hot in summer (uninsulated, no AC), and this winter, a long series of severe storms destroyed the retaining wall supporting my plot from the nearby creek. I’ve had that retaining wall built countless times, ‘m so tired of it. The creek wants the land back.
We were all excited about your move and the house project, we all looked forward to seeing the evolution! So sorry that your house has gone this direction. In the Pacific NW, USA, if one cannot keep a cold, damp room heated, it will become a permanent mold zone, often resulting in floor and wall replacements: $$$. That French permit process can ruin a lot of houses that could have been salvageable if tended sooner.

The nightmare! I have heard of other youtubers who have the same kind of problems, construction cost soaring, hard to find construction workers to do the work, long delay for permits, electricity connections, etc. It seems post pandemic economy is not back to equilibrium yet, with company still looking for new employees to replace those who changed career, supply chains not yet as they use to be, etc…
I would ask around among your neighbors, there most some old man who know what to do to temporary stabilize the problem and would be interested to make some extra money. He could even become a go to ressource for basic maintenance of the house.
In my country we say it’s easier to build a new house than to fix an old one …. Anywho good luck

Justine, you don't need a permit to fix the leaks in the roof, only if you want to change the roof by, say, putting in a velux window. Get the roof fixed first, perhaps in a temporary way, just to make sure no more water gets in, and install the heating. Ask the neighbours what kind of heating is cheapest/most appropriate where you are. You don't need a permit to install heating either. Be VERY careful about Spain!! I was in Valencia too, and I thought it was so nice that I decided to move there. Once I had done that, I realised that making a living there is all but impossible, and, as that is the case, a lot of people there will do their very best to trick you into spending all your money and you may find yourself driving home with little more than the shirt on your back!! Sorry, I know that's not what you want to hear, but don't say you weren't warned.

roof goes first, that's correct
you have to do an emergency roof repair and deal with whatever problems they cause you, because otherwise the structure will get damaged or worse eg fungus
you have to get an emergency repair from a roofer, top priority
next, make sure the electrics are safe
Oh wow we're in a somewhat similar situation with our renovation here in sicily…. Takes moooooooonths longer than we thought ???? and we're renting a place without heating ???????? we bought a wooden stove though and had it installed, much better now. Fingers crossed it will all work out! Renovations can be slightly nerve wrecking….

I'm so sorry this tragedy is happening to you! I'm wondering why these serious structural problems weren't disclosed prior to sale. The owners must have known about these and possibly other problems. In the US, a prospective home buyer can get the house inspected from roof to cellar prior to making an offer; so helpful. Good luck, dear Heart. I'm hoping everything goes well for you.
